You all do realize 1 match stick begins at the red tip and goes to the just before the next red tip? For instance the sides of both zero’s and the 8 are made with two match sticks??? The highest answer possible moving only TWO matchsticks cannot change the base from thousands. The correct answer is 9800 moving only two because you cannot leave any number ununiform and making the second digit a 9 would require moving a total of three matchsticks.
